John A. “Skip” Laitner

American Council for an Energy-Efficient Economy (ACEEE)
Skip Laitner is the Director of Economic Analysis for the American Council for an Energy-Efficient Economy (ACEEE). He previously served almost 10 years in a similar capacity for the US Environmental Protection Agency (EPA), but chose to leave the federal service in June 2006 to focus his research on developing a more robust analytical characterization of energy efficiency resources within energy and climate policy analyses and within economic policy models.
In 1998 Skip was awarded EPA's Gold Medal for his work with a team of other EPA economists to evaluate the impact of different strategies that might assist in the implementation of greenhouse gas emissions reduction policies. In 2003 the US Combined Heat and Power Association gave him an award to acknowledge his contributions to the policy development of that industry. In 2004 his paper, “How Far Energy Efficiency?” catalyzed new research into the proper the characterization of efficiency as a long-term resource.
Author of more than 150 reports, journal articles, and book chapters, Skip has more than 35 years of involvement in the environmental and energy policy arenas. He’s been invited to provide technical seminars in diverse places as Australia, Canada, China, France, Germany, Korea, South Africa, and Spain. He recently served as an adjunct faculty member at the Virginia Polytechnic Institute and State University, teaching a graduate course on the Economics of Technology in the Science and Technology Studies program. He has a master’s degree in Resource Economics from Antioch University in Yellow Springs, OH. |
Roya Stanley
Director
Iowa Office of Energy Independence
Roya Stanley is the Director of the Iowa Office of Energy Independence. She has a record of achievement in the areas of energy efficiency and renewable energy that spans 25 years. More than 18 of these years were spent in Des Moines, where she worked for the Iowa Department of Natural Resources and the Iowa state energy office. As the Energy Bureau chief, Roya led the development of a state program which provided more than $150 million in energy efficiency project investments in Iowa public facilities resulting in reduced utility bills for taxpayers.
Ms. Stanley also collaborated with several Iowa organizations to develop the Iowa switchgrass initiative, laying the foundation for a cellulosic fuel of the future. She supported the development of Iowa’s Renewable Portfolio Standard (RPS), which launched Iowa’s successful wind development program. In her last two years with the DNR, Roya served as the Administrator for the Waste Management Assistance Division, with the goal of reducing the environmental impact of waste products.
In 2000, Ms. Stanley accepted a position with the National Renewable Energy Laboratory (NREL), in Golden, Colorado, where she led the laboratory’s efforts to provide research and development information to state and local officials and agricultural leaders across the country. Acting as a liaison, Roya provided timely dissemination of the most current information on renewable energy and energy efficient technologies and policy practices.
Ms. Stanley earned an undergraduate degree from the University of Illinois and an MBA from Colorado State University.

Curtis J. Klaassen, P.E.
Iowa Energy Center
Mr. Klaassen serves as Manager of the Iowa Energy Center’s - Energy Resource Station. In that position he coordinates the building system energy research projects; the testing and demonstration programs; and the education and training activities taking place at the Energy Resource Station.
With over 25 years of building energy system design experience, Curtis has been responsible for the energy analysis and design of high performance buildings, geothermal heat pump systems, ice storage systems, heat recovery, large scale VAV systems, daylighting systems, advanced controls systems and other energy efficient technologies for all types of commercial, institutional and industrial facilities. This extensive experience is regularly engaged during Energy Resource Station activities with researchers, building owners and operators, architects, engineers, equipment suppliers, contractors, students, and instructors.
This work has resulted in numerous presentations and technical papers on energy topics such as high performance buildings, geothermal heat pump systems, daylighting and controls. Curtis also serves as a technical advisor to the National Building Controls Information Program and DDC Online.
A sample of recent energy research projects include: “An Experimental Evaluation of Duct-Mounted Relative Humidity Sensors” for the National Building Controls Information Program; “Testing of Belimo Pressure Independent Characterized Control Valves”, a technical evaluation and performance report for Belimo AirControls; “Daylighting – HVAC Interaction Tests for the Empirical Validation of Building Energy Analysis Tools” , a technical project and report for Task 22 of the International Energy Agency; “Low Energy Building Case Study: The Rest of the Story”, an evaluation of the design process, technology application and performance monitoring results of a low energy, high performance office building.
Mr. Klaassen holds a BS in Mechanical Engineering and is a professional engineer licensed in Iowa. He has been active in both the local and national levels of the American Society of Heating, Refrigerating, and Air conditioning Engineers (ASHRAE). Other Professional affiliations include: National Society of Professional Engineers (NSPE), Building Owners and Managers Association (BOMA), the Iowa Heat Pump Association (IHPA) and the Iowa Association of Energy Efficiency (IAEE).

Steven L. Devlin
Industrial Specialist
Center for Industrial Research and Service
Steven L. Devlin is an Industrial Specialist with the Center for Industrial Research and Service (CIRAS) at Iowa State University. He is currently serving as the project manager for Iowa State’s cooperative agreement with the USDA – Office of Energy Policy and New Uses to develop and implement systems supporting Section 9002 of the Farm Security and Rural Investment Act of 2002. In this position Steven works with government officials, university faculty, staff and students, and private contractors to develop testing resources for biobased products, management procedures, and infrastructure for long-term program operation.
Mr. Devlin received a Bachelors Degree of Industrial Science from Truman State University in 1993 and a Master of Science Degree in Industrial Education & Technology from Iowa State University in 2003. He has worked as an Engineering Analyst and Product Designer with John Deere Sprayer Production and as Office Manager of a small contract design firm.
