Transportation: Plug-In Hybrid Electric Vehicles (PHEV)

A plug-in hybrid electric vehicle (PHEV) is a hybrid vehicle with batteries that can be recharged by connecting a plug to an electric power source. It utilizes technologies present in traditional hybrid electric vehicles that run on an electric motor and a internal combustion engine, and battery electric vehicles. 

Department of Energy reports that "off-peak" electricity and transmission capacity could power 70% percent of the U.S. light-duty vehicle (LDV) fleet, if they were plug-in hybrid electrics. In Iowa, wind velocity increases mainly at night, during off-peak times.
