Due Diligence Committee
The Due Diligence Committee consists of seven members and the Director of the Office of Energy Independence, who serves as the chair. The committee determines whether a project proposal is practical, economically feasible, and furthers the goals of the fund.

Roya Stanley
Due Diligence Chair
Iowa Office of Energy Independence
Roya Stanley was appointed as the Director of the Office of Energy Independence by Governor Culver in August of 2007. Ms. Stanley has a record of achievement in the areas of energy efficiency and renewable energy that spans 25 years. Most recently, Ms. Stanley held a position with the National Renewable Energy Laboratory (NREL), in Golden, Colorado, where she led the laboratory's efforts to provide research and development information to state and local officials and agricultural leaders across the country. Ms. Stanley earned an undergraduate degree from the University of Illinois and an MBA from Colorado State University. |
Tom Barton
Iowa State University
Tom Barton is a Distinguished Professor of Chemistry at Iowa State University where he has been on the faculty for 42 years. For 18 years he was the director of the Ames National Laboratory (USDOE) and for 10 years was director of ISU's Institute of Physical Research & Technology. He is currently interim director of the Iowa Energy Center. Professor Barton was the second recipient of the Iowa Governor's Science Teaching Meda (1982), received the American Chemical Society's highest award for research in organosilicon chemistry (Kipping Award, 1983), and was named by the Federal Laboratory Consortium as the Laboratory Director of the Year for Technology Transfer in 2003. A native of Texas, he received his Ph.D. in organic chemistry from the University of Florida. |
Franklin Codel
Wells Fargo Home Mortgage
Franklin Codel is Executive Vice President, Head of Mortgage Finance and the Corporate Properties Group for Wells Fargo Home Mortgage in West Des Moines. Mr. Codel also serves on the Board of the Iowa Environmental Council as their treasurer. Mr. Codel has a bachelor's degree in Engineering Science from Harvard University and an MBA, Finance from the University of Texas at Austin. |
Ted Crosbie
Monsanto
Dr. Ted Crosbie joined Monsanto in 1996 and is currently serving as VP of Global Plant Breeding of the Monsanto Agricultural Sector. Prior to joining Monsanto, Dr. Crosbie was the President and CEO of ICI Seeds, USA, from 1990-95. Dr. Crosbie began his career as a faculty member of the Department of Agronomy at Iowa State University (ISU) from 1979-82. Ted earned a B.S. in Agricultural Education in 1973, and a M.S. and Ph.D. in Plant Breeding and Cytogenetics in 1976 and 1978, all from ISU. |
Vern Gebhart
Alliant Energy
Vern Gebhart currently serves as the Vice President of Customer Operations for Alliant Energy. Mr. Gebhart has more than twenty years of utility management and supervision experience, having also held the positions of Managing Director, Strategic Projects and Capital Control as well as Director, Strategic Projects and Capital Control. In addition to Alliant Energy, Mr. Gebhart has worked for IES Utilities and Iowa Southern Utilities. Mr. Gebhart received his Computer Science/Business Administration B.A. from Central College in Pella, Iowa in 1989 and an MBA from the University of Iowa in 1997.

Patricia Higby

Pat Higby has served as energy educator at the University of Northern Iowa's Center for Energy and Environmental Education since 2001. She was previously an adjunct instructor in the UNI physics department and an instructor in the Upward Bound Math and Science program. A member of the boards of directors of the Iowa Renewable Energy Association, the Iowa Association for Energy Efficiency and Electrathon America, Ms. Higby holds a B.A. degree and two M.A. degrees from UNI, and has done graduate work at Iowa State University. |

Fred S. Hubbell was a member of the Executive Board and Chairman of Insurance and Asset Management Americas for ING Group. Mr. Hubbell retired from ING Group's Executive Board effective April 25, 2006. Mr. Hubbell was formerly Chairman, President and Chief Executive Officer of Equitable of Iowa Companies, an insurance holding company, serving in his position as Chairman from May 1993 to October 1997, and as President and Chief Executive Officer from May 1989 to October 1997.

W. Curt Hunter

William C. (Curt) Hunter, is the dean of the University of Iowa's Henry B. Tippie College of Business. Mr. Hunter was dean and distinguished professor of finance at the University of Connecticut School of Business,University of Connecticut. Mr. Hunter has also served as senior vice president and director of research at the Federal Reserve Bank of Chicago, and has held appointments as research officer and senior financial economist, and then as vice president in charge of basic research, at the Federal Reserve Bank of Atlanta. After receiving a bachelor of science degree in business & economics from the Hampton Institute, Mr. Hunter earned the MBA in finance and Ph.D. in finance and environment at Northwestern University. |
