Building Energy Management Program

The Building Energy Management Program is now managed by the State of Iowa, Department of Administrative Services to promote energy efficiency and save taxpayer dollars by making Iowa’s public and non-profit buildings even better places to work and learn. Whether constructing a new facility or updating an existing building, enrolling in the Building Energy Management program can pay for energy efficiency with the savings realized through improvements. To date, the program has saved Iowa taxpayers over $317 million in energy costs since 1988!

The Building Energy Management Program provides:

  1. Unbiased expert consultation
    • Serves as single-source point of contact and owner-advocate
    • Finds cost savings to pay for energy management improvements
    • Helps guide the process of choosing the most appropriate installations, hiring contractors and overseeing projects
    • Provides neutral technical assistance to ensure quality and accuracy
  2. Energy Audit and Technical Analysis
    • Helps obtain technical resources to complete an energy study that make sense for the size of your facility
    • Makes it possible to install improvements with no up-front costs and can remove the requirement for a bond issue
  3. Finance Package Creation
    • Finds competitive financing that includes any available local, state and federal options (including SILO, PPEL, low interest revolving loan and/or issuing debt with a letter of approval)
    • Coordinates with utility providers to assist in utilizing available incentives
  4. Project Implementation Support
    • Available to provide step-by-step assistance through project(s)

Eligible participants are Iowa schools, hospitals, colleges and universities, local governments and other 501 C(3) non-profits.
